It's the 12th of the month. Your accountant is asking for "last month's invoices". You dig through a binder, two folders on the computer, your phone's WhatsApp gallery, the till drawer. Three purchase invoices are missing, one sales invoice was issued twice, and nobody knows whether a customer's MoMo payment relates to the February or the March invoice. On the evening of the 14th, the return finally goes out, half reconstructed.
This monthly sprint is the daily reality of many Cameroonian SMEs under the real tax regime. And it comes at a cost: stress, errors, and sometimes penalties that arrive years later, during an audit.
Yet the VAT return isn't complicated in itself: it's a subtraction. What's hard is gathering accurate and complete data every month. That's exactly what management software does for you, as you go.
This guide recaps the rules of the monthly return and the mistakes that cost a lot, and shows concretely how software turns this sprint into a 30-minute formality.

The VAT return in 5 minutes: what you need to know
The mechanism
You collect VAT on your sales on behalf of the State, and you pay VAT on your purchases. Every month:
Output VAT − Input VAT = Net VAT payable (or a VAT credit if the result is negative)
The standard rate is 19.25% (17.5% plus 10% municipal additional centimes), with a zero rate for exports (DGI).
The calendar rules
- Monthly filing, for every business subject to VAT.
- Deadline: before the 15th of the month following the transactions. October's VAT is declared and paid before 15 November.
- A "nil" return is mandatory even with no transactions in the month, as this LeFisk guide to VAT returns points out.
- E-filing: for businesses under the real regime, the return is filed online on the DGI's Fiscalis portal, with online filing and payment.
Payment
Once the return is validated on Fiscalis, a payment notice is generated. According to LeFisk, several payment methods are accepted: bank transfer, Mobile Money (MTN and Orange), bank card, and the tax centre counter as a last resort. Limits and any fees vary: check them on the portal at the time of payment.
When does VAT become due?
This is the rule many businesses apply incorrectly:
- Sales of goods: VAT is due on delivery.
- Services: VAT is due on receipt of payment.
The consequence: a service provider who invoices 2,000,000 FCFA excluding tax in November but is only paid in January declares this VAT in January, not November. A retailer who delivers in November declares it in November, even if not yet paid. A business that sells both goods and services must therefore follow two rules at once. By hand, that's a guaranteed source of errors.
A worked example: a typical monthly return
Take a hardware store in Douala, in April:
| Item | Amount |
|---|---|
| Sales for the month excl. tax | 8,000,000 FCFA |
| Output VAT (19.25%) | 1,540,000 FCFA |
| Purchases for the month excl. tax | 5,000,000 FCFA |
| including a purchase of 600,000 FCFA excl. tax paid in cash | VAT not deductible: 115,500 FCFA |
| Deductible purchases excl. tax | 4,400,000 FCFA |
| Input VAT | 847,000 FCFA |
| Net VAT payable before 15 May | 693,000 FCFA |
Note the cash line. The DGI excludes VAT deduction when the purchase was paid in cash above 100,000 FCFA (DGI VAT factsheet). In this example, that payment costs 115,500 FCFA in lost VAT. It's typically the kind of detail you discover during an audit, and that software flags at the moment the purchase is recorded.
What a VAT mistake really costs
VAT penalties are among the heaviest in the Cameroonian tax system. According to the summary published by LeFisk based on the General Tax Code, they include:
- a proportional fine for late filing, with a minimum amount;
- monthly late-payment interest on amounts paid late;
- a flat-rate fine for a nil return filed late;
- a very heavy penalty for under-declaring output VAT (concealed VAT), doubled for repeat offences.
The exact amounts are detailed in LeFisk's guide. Have them confirmed by your accountant, as they change with finance laws.
The key point lies elsewhere: penalties accumulate over time. A small error repeated every month for three years, discovered during an audit, turns into a reassessment of several million. And with the DGI going digital (e-filing, attached journals, e-invoicing), inconsistencies are becoming easier and easier to detect.
Why manual preparation is the real problem
Filling in the form on Fiscalis takes a few minutes. What takes hours, and what generates errors, are the seven preparation tasks:
- Gather all sales invoices for the month, without missing any or counting any twice.
- Gather all purchase invoices, often scattered across paper, email and WhatsApp.
- Check the compliance of supplier invoices: NIU present and valid, VAT shown separately. An invoice without an NIU gives no right to deduction.
- Separate taxable, exempt and export revenue.
- Apply the right chargeability rule: delivery for goods, payment for services.
- Account for withholding at source applied by your public or designated customers, with their certificates.
- Carry forward any VAT credit from the previous month.
On top of that comes a recent requirement. According to LeFisk, since the 2026 finance law, the return on Fiscalis must be accompanied by the month's sales journal and purchase journal, in Excel or XML format. Producing these journals properly from a binder and a notebook is a painful exercise. From software, it's an export.
What management software does for you
The principle is simple: each transaction is recorded only once, at the moment it happens, with all the necessary tax information. At the end of the month, there's nothing left to reconstruct: the figures already exist.
1. The sales journal builds itself
Every invoice issued in the software automatically feeds the sales journal: number, date, customer and NIU, amount excluding tax, VAT, amount including tax. Locked chronological numbering guarantees that no invoice is missing and none is duplicated. Credit notes are automatically deducted.
2. The purchase journal is checked on entry
Each supplier invoice is entered (or scanned and attached) with the supplier's NIU. The software can:
- alert you if the supplier's NIU is missing, because the VAT on that invoice won't be deductible;
- flag a cash payment above 100,000 FCFA, before it's too late to choose another payment method for future purchases;
- keep the scanned document attached to the entry, retrievable in seconds during an audit.
3. Chargeability rules are applied automatically
Each item or service is configured once: goods (chargeable on delivery) or service (chargeable on payment). The software then calculates the month's chargeable VAT according to the right rule, line by line. The case of the service provider paid two months later is handled without a second thought.
4. Taxable, exempt and export are separated
Each item carries its VAT treatment (standard rate, exempt, zero rate). The monthly summary automatically separates the amounts, exactly as required by the sections of the return.
5. Withholding at source is tracked
When a public customer or a designated company pays you the amount excluding tax and withholds the VAT, the software records the withholding and the corresponding certificate. Your VAT payable is adjusted, and you keep proof of each withholding.
6. The VAT credit is carried forward without fail
If your input VAT exceeds your output VAT, the credit is automatically carried forward to the following month. According to the DGI, this credit can be carried forward with no time limit, and certain categories of businesses (notably exporters) can request a refund (DGI VAT factsheet). To go further: the VAT credit mechanism explained by LeFisk.
7. The monthly summary and the journals come out in one click
On the day, the software produces:
- the VAT summary (taxable revenue, exempt revenue, output VAT, input VAT, previous credit, net VAT), which matches the sections to fill in on Fiscalis;
- the month's sales journal and purchase journal, exportable in the required format.
8. The calendar is never forgotten
Automatic reminders before the deadline, the status of each month (prepared, sent to the accountant, filed, paid), and archiving of payment proofs. Your documents are kept for 10 years, the retention period required according to LeFisk (General Tax Code and OHADA Uniform Act).
The new monthly cycle: 30 minutes instead of 3 days
With software fed daily, VAT becomes a short routine:
| When | What | Who | Time |
|---|---|---|---|
| 1st to 3rd | Month-end close: last purchase invoices entered, payments reconciled | You or your assistant | 15 min |
| 3rd to 5th | Review of the software's alerts (missing NIUs, cash payments, unreconciled invoices) | You | 10 min |
| 5th to 8th | Export of the summary and journals, sent to the accountant | You | 5 min |
| 8th to 12th | Review and validation by the accountant | Accountant | Variable |
| Before the 14th | Filing on Fiscalis and payment | You or your accountant | 15 min |
Keep a margin: filing on the 14th rather than the 15th protects you from portal slowdowns or a last-minute payment problem.
Software or accountant? Both - and it's better that way
Management software doesn't replace your accountant: it delivers clean data to them. Your accountant no longer spends hours (which you pay for) reconstructing your invoices. They spend them checking, advising and securing your returns and your annual DSF. Less data entry on their side, often lower fees on yours, and far fewer errors for both of you.
The most efficient approach: give your accountant read-only access to the software, or send them the standardised exports every month. They get the same formats, at the same time, every month.
And what about e-invoicing?
The 2026 finance law introduces an e-invoicing system based on continuous transaction control: invoices, initially for certain B2B transactions subject to VAT, are transmitted to or validated by an administration platform. The rollout is gradual and the technical arrangements are being specified as it goes (EDICOM analysis).
For your VAT, the impact is major: the administration will have your invoices in real time, even before your return. Any discrepancy between what you invoice and what you declare will be immediately visible. A business that already keeps its sales in software, with structured data and clean numbering, approaches this change calmly. A business on Word and Excel will have to overhaul everything in a rush.

FAQ
Can management software file my return directly on Fiscalis? In most cases, no: the software prepares the amounts and journals, then you (or your accountant) enter and file them on Fiscalis. The time saving is in the preparation, which represents most of the work. Automated exchanges with the administration will develop with e-invoicing.
Do I need to file if I sold nothing this month? Yes. The "nil" return is mandatory, and forgetting it is penalised. Software with monthly reminders prevents this silly and costly oversight.
I found a mistake after filing - what should I do? An amended return is possible. According to LeFisk, it can be filed within 12 months of the original filing, without penalty if the correction is made before an audit. Get support from your accountant.
I'm under the basic regime or the flat-rate tax: does this concern me? In principle, these regimes don't charge VAT and don't file a monthly VAT return. The DGI sets the mandatory VAT threshold at 50 million FCFA of annual revenue. The regimes are detailed in this LeFisk guide to VAT regimes. Software remains very useful to prepare your move to the real regime as your business grows.
My business mixes taxable and exempt transactions: what happens? In principle, you're subject to the deduction ratio rule: you only deduct VAT on your shared costs in proportion to your taxable transactions. It's a delicate calculation, to be validated by your accountant. The software helps by cleanly separating your taxable and exempt revenue.
Conclusion: VAT should no longer be a sprint
The VAT return requires only three things: complete sales, justified purchases and a calendar you stick to. The stress of the evening of the 14th doesn't come from taxation. It comes from management that doesn't record transactions when they happen.
Management software reverses the logic: the tax data builds up every day, effortlessly, and month-end comes down to an export and a validation. Fewer errors, fewer penalties, a more efficient accountant, and a business already ready for e-invoicing.
